Seneca council asks ODOT to investigate lowering town speed limit to 15 mph

The Seneca City Council voted to ask the Oregon Department of Transportation (ODOT) to investigate whether city streets could be posted at 15 mph. Manager Amanda Born told the council an ODOT Traffic Investigator had said the speed limit could be lowered to 20 mph by local ordinance but that lowering below 20 mph (to 15 mph) would require an ODOT investigation.
Councilor Barbara Northington moved that the city request an ODOT investigation to determine feasibility for a 15 mph posting; Councilor Sue Holliday seconded and the motion passed unanimously. Council members discussed safety concerns and whether the city met the narrow-residential-roadway definition used for certain lower-speed designations.
No change to posted limits will occur until ODOT completes its assessment and the council acts on any ODOT recommendations.
