Councilor seeks short-term rental rules; staff to draft ordinance after review

Councilor Barb Northington asked the council to track short-term rental activity in Seneca, require business licensing for short-term rental operators, and maintain a safety checklist on file showing owners have inspected their properties. Northington noted only a couple of properties are currently short-term rentals and one more is being converted.
City Manager Raamin Burrell said other towns and counties typically adopt ordinances to make these requirements permanent and offered to have staff prepare an ordinance for council review and public hearings. Councilors also discussed insurance and whether owners will report short-term rentals to insurers; council noted pending state legislation may limit local authority to set percentage caps on housing used for short-term rentals. No ordinance was adopted at the meeting; staff were asked to prepare draft language.
