Seneca council swears in two members; appoints Smith as mayor, Northington as council president

At its Jan. 14 phone meeting, the Seneca City Council swore in Brad Smith and Suzie Hood as councilors and voted to appoint Councilor Smith as mayor and Councilor Northington as council president.
The Seneca City Council swore in two new council members and selected its leadership during a phone meeting Thursday night. Manager/Recorder Amanda Born administered the council oath to Brad Smith and to Suzie Hood; both agreed and were sworn in.
After the oaths, Councilor Barbara Northington moved and Councilor Sue Holliday seconded a motion to appoint Councilor Smith as Mayor; the motion passed on a voice vote. Separately, Councilor Lilly Foster moved and Councilor Holliday seconded a motion to appoint Councilor Northington as Council President; that motion also passed.
The appointments were made as part of a consent to conduct swear-ins over the phone due to the COVID-19 public-health restrictions in place for the meeting. The minutes of the previous meeting (Dec. 8, 2020) were then approved; Councilor Suzie Hood abstained from that vote.
The council did not set salaries or take personnel action at the meeting on the newly sworn members; questions about the city manager’s pay were deferred to the next regular meeting because the topic was not on the current agenda.
