City Clerk Barbara Polson told the council that Empire has decided not to proceed with the park CDBG contract, so the project will be rebid; the city received an extension to May 31, 2027. The Community Development Block Grant (CDBG) listed in the minutes is $650,000 with a city match of $217,000 (total $867,000). Polson said the city received favorable bond bids but must adjust the bond timeline due to the rebid.
Polson also discussed a Safe Streets for All (SS4A) grant of $80,000 with a $20,000 city match; Partners for Public Good is expected to finish an RFQ/RFP by the end of June. Superintendent Steve Pruett said the EPA Water Infrastructure and Resiliency grant preliminary engineering report is complete and the close-out meeting is scheduled for 5/15/26. Polson reported the city submitted a preliminary application for the State Revolving Loan; the state will announce an intended use plan by October 2026. The minutes record a $10,000 FreeState grant for ballpark improvements.
