Council approves Change Order #5 for sewer work contingent on grant funds; staff estimates lower-cost in-house option

The Seneca City Council on Feb. 11 approved Change Order #5, which authorizes replacement of two sections of sewer line, but approved the change order with the condition that the work be funded entirely from available grant money.
City Manager Raamin Burrell summarized the project finances, saying there is "approximately $70,000 remaining in the grant portion and approximately $305,000 on the grant/loan portion." Burrell explained the grant/loan mix means half of the latter would be a repayable loan if used. Councilor Shane Koppel presented an in-house estimate for the same sections and said the city "could do the same work for a fraction of the submitted quote." Council directed staff to clarify how much of the $305,000 is loan versus grant and to use grant funds before deploying loan proceeds; the motion to approve Change Order #5 carried unanimously with the funding contingency.
The discussion also noted contingency funds remain in the CDBG and staff were asked to provide a detailed funding breakdown before the change order is executed. Councilor Josh Walker recapped why specific project sections were awarded to outside contractors and which were left as alternatives under bids.
