The Board of Education of Independent School District No. 40 of Cleveland County approved the Consent Agenda (Items IV.A–IV.M) at its Nov. 10, 2025 meeting, including minutes, encumbrances and program agreements. The motion, made by Mr. Randy Sheppard and seconded by Mr. William Broom, passed 3–0; Mrs. Wendy Barnes and Mr. Leroy Lukinbill were absent.
Included in the approved encumbrances were General Fund (GF) checks #593–668 totaling $193,505.52 and Bond Fund (BF) check #120129 for $36,100.00, for a combined amount of $229,605.52; Activity Fund items (AF 1–578) and listed change orders were also approved. The consent package also included a School-Based Health Services Program agreement with the Oklahoma State Department of Education (OSDE), several stipend and pay‑rate items, and policy revisions and adoptions. The minutes record the motion and outcome but do not itemize each change order or contract line by line.
The Board convened an executive session later in the meeting (no action taken) and returned to open session to continue business. The Consent Agenda vote and its dollar totals were recorded in the minutes as the formal action taken on these items.
