City staff told the committee that the event timeline for speakers and vendors now requires at least four to six weeks of lead time to complete vetting and security planning. "The timeline is probably at least 4 to 6 weeks that we need heads up on before we can enter into any agreement," the staff member said (Staff member, SEG 090–091).
Staff explained the change results from updated insurance guidance from the Utah Risk Management Association and the need for police and safety teams to review higher-risk speakers. "For the risk management, for the safety plan… we have an agreement approval process, especially for things as multi-departmental as a security plan insurance, vetting process," staff said (Staff member, SEG 141–145). Committee members were instructed to forward names early so city staff can route them to the police chief and city manager for sign-off.
