The applicant, represented by Den Webb of Pope and Land, said the site's configuration (a "boot" shape) and heavy stream-buffer encumbrances—53% of the parcel—make large-format office or retail development infeasible.
Several Harlow HOA members and residents urged approval of residential townhomes as a compatible transition to adjacent neighborhoods, describing the site's development constraints and arguing townhomes would bring entry-level ownership options. Others emphasized the city's economic-development goals and cautioned about converting employment land. After significant public comment and council questions, Councilmember Zach moved to defer the item to allow additional review and to gather requested materials; the motion to defer to the next meeting passed.
