Council approves zoning modifications and variances for World Harvest Church regional detention pond

Planner Kristen Thomasberger presented a request (ZMCC1225000006) to modify prior zoning conditions tied to World Harvest Church and to approve concurrent variances reducing side-yard setbacks to construct a regional stormwater detention pond that will cross the property line onto the neighboring Gethsemane Garden Missionary Baptist Church parcel. Thomasberger outlined the condition edits proposed to be deleted or revised from the 2006 approval and said staff recommended approval with conditions including that the owner develop per the March 25, 2026 site plan and record plats and stormwater easements.
Michael Lynch, the project civil engineer, said the church and project team had pursued pre-application coordination with city staff, neighbors and Fulton County, and that recorded easements already grant access and long-term maintenance responsibility to World Harvest Church. He noted the pond design aims to serve multiple properties within the drainage basin and that the applicant had met with nearby homeowners and the HOA. Council asked technical and environmental questions; after discussion Councilmember Phillippe moved approval with conditions and Councilmember Hall seconded. The motion carried unanimously.
