Resident Jodi Tillman asked the council to "allow kayaks, paddleboards and boats with electric motors on the City Lake," saying residents should be able to use town resources without traveling elsewhere and noting other communities permit such recreation and derive revenue from it. Tillman presented the request as a policy change that could increase local recreational access and produce modest income for the city.
Council members expressed concern that introducing boating or flotation devices could risk zebra mussel contamination of the lake, which is a secondary water source. On a motion by Mike Gilliland, seconded by Susan Smith, the council voted to reject allowing any boating activity or flotation device on the City Lake, maintaining current city code (6-0).
