At a special workshop May 26, the Town Board of Richland spent the morning revising a proposed campground ordinance and voted to consult the town attorney to prepare a formal draft. Councilwoman Donna Gilson moved the board seek legal review; Councilman Larry Atkinson seconded and the motion passed by roll call with all voting "AYE." Councilman Atkinson opened discussion, saying he "would welcome the Public's comment on this subject," while Gilson noted the workshop format limited on-the-spot public input.
The draft discussed multiple substantive changes: replacing the term "sewage" with "Waste / Water treatment;" removing a blanket requirement that every campsite have water, electric and sewer to accommodate tent sites and self-contained campers; establishing license terms of one year with annual expiration on May 1; requiring rules and regulations to be posted at the campground office; and setting quiet hours from 10:00 p.m. to 6:00 a.m. Board members also discussed allowing year-round operation for campgrounds that demonstrate seasonal utilities and snow removal plans. The board directed that the attorney clarify definitions (for example, "consecutive" versus "intermittent" stays), refine the proposed "good cause shown" exception for long-term stored vehicles, and draft the final ordinance language for circulation to members.
