Council approves Golden Hills Phase 2 final plat after geotech and erosion discussion

One council member asked whether the city should require bonding for improvements rather than accepting final plat with infrastructure in place; Todd explained options in code (bonding, final after improvements, or a hybrid) and described the two‑year time limit for completing improvements or pursuing bond remedies. By voice vote the council approved Resolution F321 to adopt the Phase 2 final subdivision plat.
