PUB work session lays out roughly $1.3B wastewater program, including new Pecan Creek and Clear Creek plants

In a post‑meeting work session, planning and engineering staff provided a detailed quarterly update on wastewater projects and a multi‑year capital plan that together total roughly $1.3 billion. Jason Donald, water utilities project manager, described major projects under construction and design including consolidation of Milam Creek lift stations, Robeson Ranch improvements, a new Pecan Creek Water Reclamation Plant (headworks sized at 69,000,000 GPD and 30,000,000 GPD of treatment capacity using membrane bioreactor filtration) and the Clear Creek Interceptor (7.5 miles, 30–54 inch pipe) and a 20 MGD Clear Creek plant. "It will be our 1st shot at membrane bioreactor filtration... It gives the city near drinking water quality effluent water leaving the plant," Jason Donald said.

Staff outlined phasing and GMP procurement timelines: Pecan Creek GMP packages and construction are staged into multiple packages through 2031; Clear Creek design and CMAR selection are underway with construction expected to begin in late 2027 and finish by 2031. The board and staff noted coordination with parks for trails protection near Clear Creek and described lift‑station rehabilitation and removal of small batch plants as conveyance capacity expands. The work session emphasized the scale and long horizon of the program and noted the need for continued public outreach.
