After discussion, Commissioner Keri Denney moved and Commissioner Larry Hooks seconded approval of the modified contract at a value of $277,500.00. The Board approved the contract by a 3–2 vote: Denney, Hooks and Larry Hammond voted yes; Joe Adams and Gwen Caldwell voted no. The vote was recorded in the minutes as a formal approval with the attorney's requested contract changes.
