Planning staff explained the proposed nonresidential rezonings that aim to protect employment uses, reduce nonconformities and provide better land-use fit. For some employment nodes staff recommended the E1 (urban employment) zone in place of C2 to avoid creating nonconforming uses; "Staff recommends E1 here instead of MCD because under MCD, again their existing uses would become nonconforming," a staff member said.
Staff also recommended rezoning the Muddy Branch Square split-zoned parcel to C2 for consistency and suggested I3 (industrial and office park) for properties around Metropolitan Grove Park & Ride to ensure compatibility with adjacent neighborhoods and avoid the heavier uses allowed in I1.
