Resident criticizes outsourced animal control and online reporting process

"We have people that are constantly letting their dogs run-in town, and nothing is happening about it," Holder said, describing recent incidents including two cats killed on her property.
Holder said she had been given a report number after filing an online complaint and was told the provider was understaffed; she urged the council to reconsider contracting decisions and to restore local responsiveness. Council members acknowledged the complaint and thanked her for speaking; no formal action was taken during the meeting.
