Justin Seaman, Group Insurance Manager for the Office of Group Insurance (OGI), briefed the State Group Insurance Advisory Committee on open enrollment and key changes for the new plan year.
Seaman said the second open enrollment under the new carrier "seems to have gone smoothly," and presented Regence's State of Idaho Quarterly Business Review for Jan.–March 2025. He emphasized that rising health-care costs remain a concern for the program and framed FY26 priorities around workforce development: "Moving forward, FY26 focuses on team development and cross training." The presentation noted operational challenges tied to staffing transitions and higher call volumes but described staff efforts as successful in completing the enrollment cycle.
The update is significant because enrollment outcomes and carrier performance directly affect premiums, provider networks and member access.
