John, a parks staff leader, reviewed Winterfest's history and growth since 2022 and said the program now aims to be both a community amenity and a regional attraction. "We are updating the Jolly Trolley ... so families can get there early, enjoy the park, or stay later when they get dropped off and enjoy the park," John said, explaining that predictable trolley routing was requested after public feedback about short stop times.
Staff described a package of attractions and schedules: the tree lighting on Nov. 21, pet photos with the Grinch, Estampa y Santa, the Stocking Stroll, and a new Winterfest Jingle Jog 5K on Jan. 3 with registration. John said the department will charge a registration fee for the Jingle Jog to help underwrite the event, and that Meining Park will remain decorated and lit from the tree lighting through the first week of January so residents can visit on their own.
Council members praised the effort and suggested additional programming such as school choirs. Staff noted attendance can approach 1,000 on good-weather nights and emphasized volunteer roles and operational planning (lighting upgrades, improved trolley speakers) needed to sustain the festival as it grows.
