Commissioners grant preliminary approval for Ridlinger five-lot subdivision with 19 conditions

Planning staff recommended preliminary-plat approval for the Ridlinger subdivision, a first-minor subdivision that would create four new lots north of an existing lot fronting Highway 56. The staff report identified soils of statewide agricultural importance, existing irrigation water rights on lot five, constrained groundwater with potential restrictions, existing utilities, and a high wildfire risk. Staff recommended approval subject to 18 conditions addressing roads, water/wastewater, floodplain notice and fire-risk mitigation.

At the meeting commissioners discussed extending a 60-foot access easement to the west to facilitate future development; the board added that as a 19th condition and approved the plat. Public commenters raised concerns about limited cell service and school-district capacity; staff noted telecommunications is available from Ziply Fiber and emergency services are in reachable proximity.
