Staff recommended denying the removal of condition 12 (a five-year performance bond to cover road maintenance), recommending instead the board keep the bond requirement; staff recommended removing condition 10 (developer road maintenance until a sale threshold). After public comment and discussion, commissioners denied removal of condition 12 but amended its language to read that the developer shall post a performance bond for a period of five years or until 100% of the lots are sold, at 125% of projected cost plus an inflation/contingency factor. The board then approved removal of condition 10 and granted a two-year preliminary-plat extension for the 19-lot subdivision.
