At the March 11, 2026 meeting, the Payson City Planning Commission recorded unanimous recommendations to City Council on five items concerning residential density: Title 12 Subdivision Regulations (5.1), Title 13 Zoning (5.2), a General Plan amendment (5.3), Spring Creek Area Specific Plan amendments (5.4), and South Meadows Area Specific Plan amendments (5.5). Each motion passed with votes in favor from Perry Adams, Rachel Becker, Kirk Beecher, Ryan Frisby, Bob Gedeborg, and Kepi Heimuli.
No public speakers addressed the items during the public hearings. Staff (Michael Bryant) presented the package and described the key technical change as replacing separate "gross" and "net" density calculations with a single definition of "density." The commission asked clarifying questions about zone-based implementation and duplex allowances in R-1-7.5; staff responded and will include explanatory materials in the packet sent to City Council.
