Staff said the work far exceeded the originally permitted, modest dock project: the bank was excavated, vegetation removed and rock boulders placed to create an artificial beach area. Staff referenced state criteria on whether the project would materially diminish water quality, reduce fish and wildlife habitat, interfere with navigation, or create a public nuisance.
The planning board reviewed the evidence, including photos and historical imagery, and recommended denial. Staff summarized the board’s recommended conditions: the applicant must restore the affected area within the lakeshore protection zone to its pre‑construction condition or face fines; avoid significant disturbance to shoreline stability and riparian vegetation; and use turbidity curtains for any near‑shore work. A commissioner moved to deny the permit and enforce the planning board’s corrective conditions; the motion carried on a voice vote.
A member of the public who said they own property on the opposite end of Crystal Lake provided photos and a video to staff showing machinery near the water and a fallen filter cloth; they asked the county to issue an immediate cease‑and‑desist and levy fines if the applicant did not restore the shoreline. Planning staff was directed to make notifications and follow the corrective conditions.
