A member of the public told the board attendees at a prior meeting were “concerned about that uh over the five-year period” and asked whether assessments should apply to all assessment codes, including bare parcels that are not yet developed.
Commissioners discussed the legal and fiscal implications and one commissioner requested the county confirm whether the refuge assessment may be applied to undeveloped parcels under state law. That commissioner said they would prefer to postpone rather than adopt the resolution immediately so staff could “find out that answer.” The board agreed and postponed the vote for one week, leaving the record open for additional public comment in the interim. The public hearing remains closed for today pending the county’s legal review.
