Lincoln County to invite Libby leaders to negotiate animal-control contract after $15,000 offer

The commission did not accept the offer immediately and agreed to invite Libby’s mayor or city council to a county meeting to continue negotiations.
"It went from 125 to 15,000 and they said they would help us next year if we need any funding to help with the spay and neuter class," Commissioner Jim said. Commissioners discussed alternatives including dropping the contract, accepting Libby’s offer, or pressing for a firmer annual commitment in the written agreement.
The board directed staff to invite Libby officials to an open meeting with the explicit understanding the conversation would be a negotiation; commissioners said they would consider a letter stating that failure to attend could force the county to decide without Libby’s input. No formal motion to accept or reject the Libby offer was recorded at the meeting.
