Lincoln County commissioners approved a 90‑day extension for the Northstar Landing subdivision’s preliminary plat at their July 16 meeting after planning staff said several required items remain unfinished, including the engineered community septic system, road subgrade work, final graveling and power installation.
Planner Jesse told commissioners the developer received DEQ septic approval only on July 3, 2025, and cited supply‑chain delays for septic tanks and culverts as reasons work has progressed only in the past few weeks. Staff recommended a 90‑day extension in lieu of a subdivision improvements agreement (SIA) so the developer could finish remaining items and planning staff could continue technical review of final‑plat materials.
Developer Larry Stewart spoke during the public comment period and described repeated backorders for culverts and control panels and asked whether, if a few specialty items remained on backorder after 90 days, the county could require an SIA covering only the remaining specific items. Jesse said the county could use a narrowly tailored SIA if needed and reserved discretion to grant additional extensions.
The motion to grant a 90‑day extension was moved and seconded and carried by voice vote. Commissioners asked staff and the developer to maintain communication on delivery schedules and flagged the option of an SIA if particular items remained out of the developer’s control at the end of the extension.
