The Bridgewater Community Preservation Committee on Wednesday recommended that the town appropriate about $181,000 to restore an 1848 hand pumper and to conserve and digitize historical fire-department photographs.
Carlton Hunt moved to recommend an appropriation “to total a 181,000 broken into 2 tasks. Task 1 is the restoration of the osmoquin for a $123,000, and the other is the restoration of the pictures ... I’m rounding this to 58,000,” and members amended the motion to draw funds from the historic-reserve account before approving it by roll call. Committee discussion noted two existing photo estimates: one from NEDCC at about $57,000 and a lower local quote near $40,000; procurement rules mean the town manager’s office will either run an RFP (if >$50,000) or obtain three written quotes for smaller amounts.
Deputy Chief Glenn Graff, who presented the restoration plan, said the pumper would be restored for display (not restored to pumping condition) and stored on the apparatus floor in a condition area with minor temperature fluctuations. Chair Gina Gascogne and other members asked that final procurement follow Massachusetts procurement law and that bids be attached to the council transmittal. The committee also directed that historic photographs be scanned and made publicly accessible if feasible.
The committee’s appropriation recommendation will be forwarded to the town manager and town council; procurement outcomes may lower the final cost once competitive quotes or RFP results are obtained.
