Tetra Tech consultant Carley Klapper presented the Town of Cloud Lake Flooding and Sea Level Rise Risk Assessment on April 9, part of a Palm Beach County Multi‑Jurisdictional Comprehensive Vulnerability Assessment. The study’s stated purposes were to "Identify Town critical assets at risk," determine levels of exposure under specific flood scenarios, map flooding focus areas, and obtain public and stakeholder feedback.
Klapper outlined a range of recommended non‑structural steps—policy and code updates for landscaping and seawalls, community education, and coordination of stormwater analysis with the South Florida Water Management District—and structural options including raising road crowns, stormwater retrofitting to increase capacity, stormwater pump stations, septic‑to‑sewer conversions, and elevating seawalls. The presentation also listed potential funding sources for resilience projects, including Resilient Florida grants, Community Development Block Grants (CDBG), Building Resilient Infrastructure and Communities (BRIC), Hazard Mitigation Grants, various EPA grants and the State Clean Water Revolving Fund, the Elevate Florida Housing Grant, and Florida League of Cities grants.
