Michigantown council approves contingent awards for three wastewater projects

The Chair approved contingent awards for three wastewater-related projects after staff presented apparent low bidders and recommended which alternates to accept.

Presenter recited the recommended contingent awards: Division A (sanitary sewer rehabilitation) to Insituform Technologies with a base bid of $562,069.23 and mandatory alternate 1 for $275,827.17; Division B (wastewater plant and lift-station improvements) to Maddox Industrial Contractors with a base bid of $2,214,250 and mandatory alternate 1 for $493,000; and Division C (lagoon dredging) to Wheeling Brothers with a base bid of $369,000. "We will make a contingent award to Insituform Technologies for division a. Base bid, $562,069.23," the Presenter said, and later added that notices would be "contingent upon legal review and closing of the funds."

Staff totaled the recommended awards at $3,914,146.40 against a construction budget of $4,201,200, leaving roughly $287,054 (about 7.3%) in contingency — above the project's 5% target. Presenter said the contingency level informed recommendations to decline lower-priority alternates now while preserving capacity to add work later if funds remain.

Council members moved and approved separate contingent awards for each division by voice vote. The Presenter said staff will prepare standard notice-of-award forms and hold final contracts and notices to proceed until funding closes and legal reviews are complete.
