The Payson City Council adopted updates to the city’s equal‑pay utility billing policy on Feb. 18, implementing clearer eligibility rules and a simplified recalculation schedule.
City staff presented the changes, including a new requirement that customers have 12 consecutive on‑time payments before they are eligible to enroll in the equal‑pay program, and a change so the city will recalculate equal‑pay amounts once annually in September. "One of the changes we made is...we're gonna only recalculate once a year in September," said a city staff member explaining the update, adding that staff will still run exception reports and can recalculate mid‑year for customers with large credit or debit balances caused by rate changes or added/removed services. The policy also clarifies removal rules for customers who pay partial amounts, return payments, or otherwise fail to meet program requirements; removed customers must satisfy the 12‑month on‑time payment requirement to re‑enroll.
Council members discussed outreach strategies and the need to notify customers of the effective date; staff said the change will be publicized in the city newsletter and on social media and can be supported by a one‑page handout for utilities signups. The resolution passed by roll call.
