UDOT says Payson Parkway interchange work may start in 2026 if railroad approves proposals

Eric Rasband, a Utah Department of Transportation project lead, briefed the Payson City Council on the phased Payson Parkway interchange and adjacent projects on Feb. 18.
Rasband said the currently funded scope includes ramps to and from the north, a bridge over the railroad, a realignment west of I‑15 and a one‑lane road to SR‑198, as part of a phased delivery approach. "If [Union Pacific] accept those proposals, we are hoping to break ground later this year," Rasband told council, adding that if the railroad’s response is unfavorable the project will likely start in spring 2027. He also described a separate design‑build decision to widen I‑15 near San Joaquin/Main Street and the community‑driven work on a drainage culvert south of 800 South driven by recent burn scars upstream.
Council members pressed on funding phasing and local circulation effects; Rasband said the city’s mayor sits on the regional planning board and encouraged council participation in upcoming MPO/MAG meetings to press for moving the project from phase 2 into phase 1 funding if possible. A public open house is planned March 11 at Parkview Elementary School to share plans with neighbors and receive feedback.
