Payson presents youth recognitions and public‑works award at council meeting

The Payson City Council set aside time Feb. 18 to recognize youth awardees and to present a statewide public‑works honor to a city employee.
Shelby, joining remotely, introduced student honorees including Gemma Wright of Mount Nebo Middle School and Zamila Bautis of Payson Junior High. Later, Brian Romrell of the American Public Works Association’s Utah chapter presented the G. Trace Robinson Stormwater Inspector of the Year award to Dale Carter, noting Carter’s work addressing undersized pipes, aging inlet boxes and efforts to keep the city compliant with its MS4 stormwater permit. "He has worked diligently to bring the city into compliance with state requirements while simultaneously addressing infrastructure deficiencies that directly affect flood prevention and public safety," Romrell said.
Mayor and council thanked the honorees and requested photographs. The recognitions session included brief remarks highlighting student leadership initiatives and the public‑works award emphasized behind‑the‑scenes maintenance that prevents infrastructure failures.
