Sandy adopts Housing Production Strategy, adds middle-housing options and funding paths

The City of Sandy adopted its Housing Production Strategy on November 17, formalizing a package of regulatory, fiscal and partnership strategies staff and consultants say are intended to increase housing capacity while addressing the city’s infrastructure constraints.
"The city to construct about 2,400 new dwelling units over that 20 year time frame," Tim Wood of FCS Group told the council during his presentation of the HPS, citing the housing capacity analysis the city adopted in 2024. The HPS lays out a sequence of actions: pursue targeted changes to stormwater/NPDES requirements and wastewater conveyance to relieve the consent-decree constraints, adopt zoning code amendments to allow triplexes and fourplexes in R2 and R3 districts, and establish a construction excise tax to generate funds for affordable housing projects and SDC buy-downs.
Staff said the state Department of Land Conservation and Development (DLCD) provided preliminary feedback that has been incorporated as track changes; the planning commission recommended council adoption. Councilors closed the public hearing, moved and seconded the readings, and voted to approve both the first and second readings of Ordinance 2025-30 unanimously.
Staff cautioned that a construction excise tax will take time to build a meaningful fund and that some strategies are contingent on resolving consent-decree related infrastructure constraints. The ordinance instructs staff to pursue the implementation steps identified in the strategy and to return with required code amendments and measurable criteria for success.
