Council extends development moratorium six months as staff pursues consent-decree fixes

The City of Sandy council voted unanimously on November 17 to extend its development moratorium by six months, a move staff said preserves time while the city works to address the regulatory and infrastructure steps tied to a consent decree.
"Our proposal is a straight 6 month extension of the existing moratorium to 06/02/2026," staff stated during the public hearing. Staff said the moratorium remains necessary because the city has not yet been able to secure release of additional ERUs or complete required system improvements.
Staff added that the resolution is not an irreversible step: if reviews, permits or policy-level changes occur before June 2, staff can bring an updated proposal sooner. The council closed the hearing and adopted the resolution on a motion to approve; the item passed with no recorded opposition.
The extension preserves the city’s ability to plan for long-range solutions, staff said, while allowing ongoing work on wastewater, stormwater and other projects that affect development capacity. Staff noted the resolution becomes effective upon signature and counts the six-month extension beginning on December 2.
