City staff presented the tentative three-year police guild contract and walked council through the financial details before a vote. Mark said the contract provides increases of 5% in 2025, 7% in 2026 and 6% in 2027, and stressed that the three-year package totals 18%, not 36% as reported in a local paper: "We're looking at a 5% increase in 2025, a 7 in 2026, and a 6 in 2027, which totals 18%, not 36% as it was reported in the Cheney Free Press," he said.
Mark reviewed budget numbers, projected wages and specialty pay and noted some savings due to vacancy and grant-funded positions in a shared behavioral health unit. Council members praised the negotiating process; a motion to approve Resolution F354 carried on voice vote and the council directed staff to update the salary ordinance to reflect the contract.
