The Cheney City Council held the first reading, in summary form, of Ordinance Y84, a Planning Department proposal to amend the comprehensive plan and zoning map for a site behind the F & M shopping center. Todd presented the item as a combined comprehensive plan map amendment and zoning‑map change from C‑2 (general commercial) to R‑3 H (high‑density multifamily). Staff said the parcel is about three acres, has utilities nearby and a conceptual site plan shows four building blocks with a total of 96 units.
Todd and other staff said the Planning Commission recommended consideration and that statutory notice and public‑hearing requirements are being followed (application submitted in November; 100‑day decision window runs to about April 9). Councilmembers generally supported the infill concept and noted the site is not visible from First Street and may be a better fit for housing than commercial uses in that location. The council approved a motion for the first reading in summary form only and will take further readings and public hearing per the ordinance timeline.
