City Council adopts 2025–2029 Commute Trip Reduction plan

The Cheney City Council voted to adopt the city’s 2025–2029 Commute Trip Reduction (CTR) plan, passing Resolution F342 after a presentation by Leanne Yamamoto of Spokane County’s CTR program. Yamamoto said the plan updates baseline data, performance targets and strategies and ties Cheney’s efforts to regional goals: “The current regional baseline for drive-alone rate is 64.4% and the state’s target is 60%,” she said, and the city’s baseline drive-alone rate is listed at 60.3% in the plan.
Craig Wahl, the city’s accounting manager and employee transportation coordinator, framed the plan as a four-year, collaborative effort between the City of Cheney, Spokane County, Spokane Transit and SRTC. Wahl noted the plan will guide outreach, employer engagement and a financial plan for implementation. Mayor Grover moved the resolution, it was seconded and passed on a voice vote. The resolution authorizes the mayor to sign and directs staff to work with regional partners on implementation.
