Lincoln Electric seeks county sponsorship for $4M FEMA BRIC project to bury power line

Lincoln Electric communications manager Jacob Dong asked the county May 20 to sponsor a FEMA BRIC (Building Resilient Infrastructure and Communities) application to bury a problematic electrical feeder that has frequent outages caused by trees and snow.
"The estimated cost... four million," Jacob Dong said when commissioners asked for a preliminary figure. He described the project as burying the J‑feeder from the roadside green boxes up to the base of Taylor Pass to reduce outages, wildfire risk and vegetation‑management costs. Dong said FEMA BRIC typically provides a 90/10 split, and staff would pursue any available state funding to reduce the local share.
County staff and commissioners discussed next steps and suggested connecting Dong with the county EMA representative Boyd White and the Department of Emergency Services to assign FEMA GO access and coordinate application tasks. Commissioners agreed to have staff circulate the project materials and follow up with Dong so Lincoln Electric and EMA can begin the formal application process.
Dong said the timeline would likely not allow construction until 2027 even if funding were approved in late 2026, and he asked the county to provide updated letters of support if needed.
