County to reissue hauling RFP after single bid; staff presented cost analysis of county-run hauling

County staff (Kathy Hooper) presented a cost comparison showing that taking over hauling operations could be more expensive in the first two years than the incumbent Evergreen contract but might approach parity around year three under certain cost-increase assumptions. Hooper told commissioners she used a 3.3% annual increase in her projection and that fuel and equipment costs make long-term forecasting uncertain: "it would be more expensive for the county to take over hauling from the sites... but with their year-over-year increase, about year three, it may start to break even." Commissioners discussed options including reissuing the RFP, negotiating with Evergreen, or adopting a hybrid model in which the county would haul the most remote sites to reduce costs. The board agreed to put the hauling service back out for bid and asked staff to work with county procurement to reissue the RFP and collect new proposals.
