The group discussed whether county policy could require wood waste that now goes to the landfill be diverted to a plant and how to compensate loggers or adjust Forest Service timber-sale terms so that biomass collection is economical for contractors. HDR said these contractual and stewardship questions will need coordination with the Forest Service and could include mechanisms to compensate haulers or integrate payment in timber-sale contracts.
Participants noted stockpile and turnover rates will determine land and equipment needs. Commissioners suggested options such as a grant program to subsidize haul-in for small landowners and drop-off locations at Libby or Eureka. HDR listed those logistics as high-priority data requests before recommending a technology path.
