County staff presented a single bid from Complete Restoration LLC for repair work at the county college building related to interior damages from a leaky roof; the bid was itemized at $289,228.47. Commissioners said they expected multiple contractors for this repair and noted the engineer’s informal estimate was closer to $100,000.
A commissioner argued procurement policy calls for at least three bids and moved to deny the present bid and reissue an RFP so the work could be bid in larger contractor pools or split into sections. "I would like to put it back out for another RFP because even our procurement policy says we should get at least three bids," the commissioner said. The board voted to deny the single bid and reopen bidding; a recorded opposition was noted during the vote.
Staff will notify the bidder and coordinate with the county engineer to revise the solicitation, including potentially breaking the work into separate packages to attract contractors.
