Commission hears that Northwest Park ice-rink and pavilion may be phased because of ~$9 million cost

Michael Preetin told the commission that the proposed Northwest Park has multiple components and that the ice rink and pavilion portion may be phased because of cost.
"The ice rink, pavilion portion may be broken off into a phase 2 because it by itself is $9,000,000 ish," Preetin said, noting that such a large capital expense could be handled in stages and through partnerships.
Preetin said the city is considering partnering with another agency—he referenced 'SPRD'—to help operate and administer an ice rink, and that phasing could allow the city to spread large expenditures across different projects once new land is annexed under the UGB process.
No formal funding decision was taken in the work session; Preetin said council-level decisions remain to be made.
