Sherwood SD 88J keeps existing interdistrict transfer policy after 2–1 vote

The Sherwood School District 88J board voted 2–1 on the interdistrict transfer policy for the 2025–26 school year, keeping the district’s current rules and the staff-recommended incoming slot numbers.

Staff presented a proposal that would open 80 elementary incoming slots (including 30 kindergarten seats and 10 seats per grades 1–5), 40 middle-school slots (20 for sixth grade; 10 each for seventh and eighth) and 50 high-school slots (20 for ninth grade; 10 for grades 10–12). Staff also recommended outgoing transfers be set to zero for the coming year, with exceptions only for statutory hardships under HB 2747. “Our proposal is that students 0 students for outgoing transfer to other public institutions,” the presenting staff member explained, then clarified that hardships listed in HB 2747 would still allow releases.

Board debate centered on whether to allow outward transfers beyond the state hardship list. One board member argued families sometimes need transfers for reasons that do not meet the statutory hardship criteria and urged flexibility; another argued many neighboring districts have shifted to zero releases for fiscal reasons, and the district must be cautious to protect enrollment and tax revenue. After discussion, Board member (S2) moved to keep the district consistent with the 02/2324 interdistrict in/out policies; Board member (S4) seconded. The motion carried on a 2–1 vote, with S2 and S4 voting yes and S5 opposing. The board set no change to the district’s transfer policy and will revisit this annually. The next board meeting is scheduled for March 10.
