Council adopts TUF appeals process and creates dedicated Transportation Utility Fund

On May 26 the Pleasant View City Council adopted two administrative measures tied to the Transportation Utility Fee. Presenter Sarah Wichern told the council that State rules now require specific procedures for TUF appeals; Resolution 2026-J adds language requiring applicants to provide traffic counts or other verification when appealing an assessment. The resolution passed by roll call vote (Arrington, Ferry, Wilkinson) 3-0.
The council also adopted Resolution 2026-K to establish a Transportation Utility Fund separate from other city funds, meeting a State requirement that TUF revenues be held in a dedicated account. Mayor Steve Gibson described the separate account as a positive step to ensure funds are used specifically for roads and transportation purposes. Both resolutions passed without dissent and are intended to improve transparency and compliance with State rules.
