City presents Adams Avenue streetscape plans with wider sidewalks, trees and drainage upgrades

City staff and consultants presented a detailed design for the Adams Avenue streetscape project, which covers the corridor from Pine to Cedar and adjacent cross streets. "This project has quite the history," said Sean Prasaj of Hickman Williams and Associates, who described roughly "3,300 plus linear feet of corridor improvements" and the plan to maintain two 12-foot travel lanes while adding diagonal parking, curb extensions and wider sidewalks. Staff said the Urban Renewal Agency prioritized the project and that updated cost estimates were lower than a 2022 peak estimate.
Engineers described drainage and planting strategies: new storm drainage, pretreatment using sedimentation manholes, swales sized to current Central Oregon stormwater design guidelines to capture a 25-year storm, and an extensive planting program of street trees and ground landscaping. "We're doing a lot of upgrades to lighting, landscaping...we're looking at roughly close to 300 street trees that are gonna get planted," the consultant said. Staff emphasized coordination with Central Electric Co-op for conduit placement and with property owners on driveway and access points.
