During the public comment period, Betsy Cawn asked whether the MS4 annual report had been submitted and raised questions about Middle Creek marsh restoration work, prior water‑rights applications, and the Basin Monitoring Plan for groundwater margins. Chair Pawan Upadhyay confirmed the MS4 annual report was submitted and said a previous water‑rights application has expired and is "no longer an issue."
Upadhyay added that the Basin Monitoring Plan project is "in motion now," noting that staff issued a request for proposals for an airborne electromagnetic (AEM) survey and that copies of the RFP and closed awarded bids are available on the county website. The council encouraged public observers to review posted bid documents and follow upcoming staff reports.
