Chair Pawan Upadhyay reviewed past Blue‑Ribbon Committee funding rounds for stormwater projects, noting a prior ~$700,000 award and a more recent $1,000,000 submission that was approved. He described the funds as intended for infrastructure assessments and stormwater program and policy review, and he said the council requested that the Board consider expanding stormwater funds to include groundwater management work for Big Valley GSA.
Bruno Sabatier asked whether jurisdictions are completing that work with separate budgets or jointly; Linda Rosas‑Bill replied that work is "for the most part" done from separate jurisdictional budgets but within a common plan and with collaborative effort. Chair Upadhyay also stated that a previous water‑rights application for the Middle Creek project has expired and staff have issued a request for proposals (RFP) for the airborne electromagnetic (AEM) survey and Basin Monitoring Plan work.
