Committee considers Konocti Regional Trail recreation proposal, flags levee access with DWR

Holly Harris proposed creating a recreational area at the Konocti Regional Trail for hiking, birdwatching and walking, saying it would be "a major boon to the Northshore" and that the plan would not place facilities on parcels not yet acquired by the Middle Creek project. She said the proposal is supported by letters from several entities.
Dr. Pawan Upadhyay cautioned that access issues exist because the plan includes levee areas and that levee access "would be up to DWR to provide that access." He recommended a meeting with DWR, the trail group and county staff. Supervisor Crandell reminded members that MA17 fees included in property tax assessments are intended to pay for levee repairs and that some levee sections are state-maintained while others fall under the Watershed Protection District. The committee asked staff to convene stakeholders and bring back a plan that clarifies access, maintenance responsibilities and funding sources.
