Clearlake Oaks water district details $15M wastewater upgrade and $36M treatment grant

At the East Region Town Hall (ERTH) District 3 meeting on Feb. 4, 2026, Diana Mann, representing the Clearlake Oaks Community Water District (CLOCWD), provided a public overview of a Wastewater Infrastructure and Rehabilitation Project that is in public review through Feb. 19.

Mann said the district is pursuing a $15 million grant for wastewater upgrades and expects an additional $36 million grant for the water treatment plant. She told the committee the system is roughly 65 years old and that the work would target lift-station upgrades (including stations 1 and 11), manhole and sewer-pipe relining or replacement and wastewater-plant improvements. Mann provided system scope figures—33 miles of water mains and 26 miles of sewer lines—and said the district is running a rate study (noted in the record as a 'rate process 218') to demonstrate capacity to maintain the infrastructure and meet grant eligibility.

Committee members pressed operational details: Sterling Wellman asked about past sewage spills and whether the district uses instavalves; Mann said they keep spare parts on hand. Members also asked about fire-hydrant maintenance; Mann reported there are 216 hydrants in the service area, maintained on a multi-year schedule and inspected per local code requirements. The presentation closed with a reminder that the public-review period for the wastewater project runs through Feb. 19.
