HR Green consultant Tim outlined a citywide sanitary sewer maintenance program that breaks the system into 10 regions on a 10-year rotation and recommends initial televising (camera inspection) to produce a condition assessment. Tim said the city has nearly 33,000 linear feet of pipe of varying ages (including older clay lines and PVC from the 2000s) and estimated televising at roughly $4 per foot as a planning benchmark. He recommended televising the older parts of town first and suggested starting with Regions 1–4 to get a clear sense of lining and spot-repair needs before committing to larger repairs.
Council discussed available bond funds from the Division Street project (about $396,000 in the fund) and whether leftover bond money could accelerate work; staff noted a projection of roughly $121,000 to pay backlog costs with a remaining fund balance and that the televising could be done this winter with repair work in spring pending estimates. Council voted to seek proposals to camera the first four regions and to move forward with televising so the city can assemble estimated repair costs for future budgeting and decisions.
