Council sets joint meeting with parks and rec after residents flag safety and maintenance problems at Cassette Park

Residents and volunteers pressed the Swisher City Council to address long-standing maintenance problems at Cassette Park, saying play and tournament conditions pose safety risks and the park’s facilities need immediate attention.

A resident listed specific defects at the ballpark — "The roof on the pavilion needs new shingles," and that the "outfield fence has a gap in it" — and said the park’s condition was "embarrassing" and could create liability if someone is hurt. Council members acknowledged the park is city property but noted the parks and recreation board has historically managed many activities. Council and staff discussed the parks' fiscal year budget lines, including fund allocations for Fun Days and operating supplies, and the relative insufficiency of the park board’s existing maintenance funds.

Council asked staff to arrange a joint meeting with the parks and recreation board so both bodies can compile a single list of needed projects, estimate costs and determine which repairs city maintenance will handle. The chair said the goal is a prioritized list that can be budgeted over multiple years rather than ad-hoc fixes: "It shouldn't just be always the park board," the chair said. Council asked staff to collect quotes for items such as fence repairs and roof shingles and to report back at the joint session.

The council and several volunteers also discussed using organized volunteer labor for some tasks, with the city noting volunteers must sign waivers and that some work (e.g., high roofing or electrical repairs) may still require licensed contractors. The parks and rec committee and council agreed to coordinate on next steps and timing.
